You are 100% correct. Every small city around me, has at least 20-25 Mexican restaurants. And they are not chains either.
One of the few benefits of living in San Diego is the abundance of excellent (and still reasonably affordable) Mexican restaurants, --many of which are little more than holes in the wall with very limited seating and that do most of their business doing take-out.
And the closer you get to the border, the cheaper and better they are.
