Yeah, well, we are all human... I agree with you though, a head of state should prioritize state interest over personal. My sense is, given the nature of our politics Trump sees those two as identical.
Making a deal like the one Trump speaks of, and backing out of it, should piss off a President.

yeah, it actually should. You identified the precise problem with our government. That is, that it does NOT act like a man. The things that please a decent man should please our government. The things that “piss off” a good man SHOULD “piss off” our government.
Your philosophy is why our government steals, lies and betrays... all in the name of some higher good. Our founders would have seen that as a disgusting government.
We need a government that sees the world EXACTLY like a decent man does. He should not tolerate a sneak, a liar, a bully or blackmailer....secret agreement behind hidden treaty, spies, etc. Those traits are the traits of the British government.
