I saw this posted HERE a while ago and now it was just brought up on MSNBC
"like a duck in a noose" was written like this:

My first thought: The murderer-sniper had sent a message saying he would Like to perform a Sex Act on the Chief. And Moose restated the request, in a garbled fashion, in an attempt to meet the demand without repeating the obscene statement.
