Therefore there should be no need to issue a state drivers license for foreigners since if they were to follow the existing rules in place they could obtain the IDL a with legal passport or visa!

Bingo! You broke the code. In this country, the drivers license is the breeder document that leads to every other legal document -- and just about every handout/entitlement that our pandering political pissants can dream up.

The only people who need special dispensations for a drivers license or a bogus piece of ID like the matricula consulares are illegal aliens. A real honest to God legal alien has more legitimate documentation than most native born citizens.
