I am sure his wording was better than mine but he clearly was saying that stopping illegal immigration was not the almost impossible job which some were making it out to be.
Of course that would take more agents and more money.
I do recall him using the phrase that he "would stop it cold" and I believe him.

Perhaps Mr. Carter was speaking of only covering the Mexican border, which may have been realistic at this time; if so, that is entirely inadequate for the present threat we face.
One more time: I'd like to see his CONOPS for securing our frontiers.
