Yes, and the majority coming across are timid enough to stay home if they see stepped up enforcement. Then they can concentrate on going after the criminal element that is coming across.
I posted info on that here. As you'll see, the Presidents proposal did very little or nothing to increase the numbers of illegal border crossers.
There are many reasons for the increase, the foremost is the economy.
