Threatening Osama Tape Reposted Monday on Radical Islamic Web Site
A tape of Osama bin Laden that first aired in August 2003 has just been re released on an internet site routinely used by radical Islamic groups.
While it is yet uncertain why bin Laden's group or al Qaeda sympathizers have chosen to re air the 31 minute tape (and provide a subtitled English translation), bin Laden does make what could be seen as an ominous threat against the new Iraqi governing body.
He says, "Islam is the reign of Allah and the assemblies of legislative representatives is the religion of pre-Islamic ignorance ... The one who steps back from the jihad that is individually obligatory is an evildoer according to the rulers of our Islamic Shariah."
Continuing on, bin Laden threatens "Anyone who cooperates with (the Americans) or whatever follows on from that regardless of names or titles ... and under the title of the ‘Interim Government,' then he is a disbeliever and apostate whose blood is to be shed and it is obligatory to kill him."
Bin Laden adds, "It is not unknown that any government created by America is a treacherous puppet regime like the rest of the governments in the region."
The recording addresses both Americans, and Muslims living in Iraq. Speaking to Americans bin Laden said, "People of America, some people had held you in high esteem in the past, however now the majority of you have been exposed as a wretched people who have no part in noble conduct."
He continues, "You vote for the most corrupt among you whose lives have increased and whose manners have decreased. Your wealthiest and most powerful in media treat you like their slaves, especially the Jews who manipulate you from behind them."
Bin Laden then launches into a diatribe on President George W. Bush. "Bush came with him and his gang, the people of extravagant shoes and cold hearts who are a great harm upon the blood, wealth, environment and moral conduct upon the whole of mankind."
Just before bin Laden finishes speaking he implores Allah to "take the forelocks of the youth of Islam for jihad in your sake ... make their shooting accurate and unite their hearts."

The page where the tape could be downloaded was captioned, "Statement from the Mujahid Sheikh Ossama Bin Laden to the American and to the Muslims in Iraq on the occasion of the aggression against Iraq ... August 2003."
On the same page under a logo for Global Islamic Media or GIM (which has operated in the past for some time as a flourishing Yahoo group) was the caption, "This nation will get sick but never die and will get doze but never sleep so do not lose your hope. You will return your glory. And if you return we will return."
In addition to posting messages from bin Laden, beheadings of innocent victims by Islamic militants have been shown on the free web site pages of www.hostinganime.com
Citing free speech (and now backed up by a court victory in another case), the operators of Hosting Anime continue to make available at

A Hosting Anime official initially thanked the individual for bringing fact that to his attention.
However, when the site remained on line, another letter was written to Hosting Anime, (sic) "This is ... pathetic. Delete it already. Block the freaking IP address. QUIT ALLOWING TERRORIST WEBSITES TO BE HOSTED ON YOUR SYSTEM FOR DAYS BEFORE YOU GET RID OF THEM. Block this IP, find all other ones, block them. You are American? Quit letting them spread their message unless you agree with what they do."
He received this response ( http://forums.hostinganime.com/viewtopic.php?t=176 ) from Hosting Anime.
"We will look into this manner when we have time, this is a free hosting company, and there are no profits being made, so that we can afford to sit and review all emails/abuse reports as this takes a large amount of time. Please give us time to get that done, in the mean time, please take the first amendment into consideration, free speech, just because you don't like the content of a site does that mean it should be shutdown?
"An email sent to me this morning I think is worth posting on the subject:
"‘Hey, screw those people that didn't like the site. They didn't have to go there to begin with, and whoever accused you of supporting terrorism has totally lost it. What about us who want to know why these people think the way they do and act the way they do ??? It's about communicating and I think it SUCKS that you cave to a few that would rather just throw a blanket over their head's and hope when they lift it off themselves, everything will be just fine. It makes me SICK !!'
"As stated, we will take a look into this site and see what can be done in good time."

Hosting Anime appears to host its terror sites by renting space on the servers of the Houston based Everyone's Internet, which has hosted sites in the past for groups such as the Hamas.

The Department of State warns U.S. citizens of the dangers of travel to Nigeria. Conditions in Nigeria pose considerable risks to travelers.
Violent crime committed by ordinary criminals, as well as by persons in police and military uniforms, can occur throughout the country. Kidnapping for ransom of persons associated with the petroleum sector, including U.S. citizens, remains common in the Niger Delta area.
Religious tension between some Muslim and Christian communities results in occasional acts of isolated communal violence that could erupt quickly and without warning. The states of Kano and Kaduna are particularly volatile. Rival ethnic groups have clashed violently in the Niger Delta region around Warri city and in Southeast Plateau State.
Periodically, travel by U.S. mission personnel is restricted based on changing security conditions. U.S. citizens should contact the U.S. Embassy in Abuja or the U.S. Consulate General in Lagos for up-to-date information on these restrictions.
Use of public transportation throughout Nigeria can be dangerous and should be avoided. Taxis pose risks because of the possibility of fraudulent or criminal operators, old and unsafe vehicles, and poorly maintained roads. Most Nigerian airlines have aging fleets, and maintenance and operational procedures may be inadequate to ensure passenger safety.

This Travel Warning supersedes the Travel Warning dated September 5, 2003, and is being issued to alert Americans to ongoing security concerns in Algeria. Americans are warned to avoid travel to the Sahara desert areas of southeastern Algeria and northeastern Mali, where terrorists held 32 Europeans hostage between February and August.
The Department of State urges U.S. citizens to defer nonessential travel to Algeria and to evaluate carefully their security and safety if they choose to travel. Over the past several months, the city of Algiers and its immediate suburbs have recorded a drop in the number of terrorist-associated incidents. However, there are continued security concerns. Random terrorist attacks still occur in rural and remote areas, on public transportation outside the major cities, and in some parts of the country at night.
In February 2003, 32 Western Europeans were taken hostage by terrorists in the Sahara desert areas of southeastern Algeria, between the cities of Ouargla and Tamanrasset. Fourteen of the hostages were transported by the terrorists into northern Mali. As of August 20, 2003, one had died in captivity, and all others have been released. We continue to caution U.S. citizens to avoid traveling in this area.
The Department of State cautions Americans who reside or travel in Algeria despite this warning to take prudent security measures while in the country, including arranging for pre-determined local contacts to meet and accompany them upon arrival and departure at Algerian airports. Nighttime and overland travel outside the greater Algiers area should be avoided if possible. Visitors to Algeria are advised to stay only in the large, internationally recognized hotels where security is provided. Americans should arrange for a known Algerian companion to accompany them when moving anywhere in Algeria, whether in the capital city of Algiers or in other cities and rural areas.
U.S. Embassy personnel take all of the precautions mentioned above. Embassy employees and official visitors live on or adjacent to the Embassy compound or reside in Embassy-approved hotels. They travel off compound by armored car and, depending on circumstances, may have armed security personnel accompanying them. Employees are permitted to travel outside the capital on private or official business and with appropriate security. U.S. oil companies operating in the desert region south of the Saharan Atlas Mountains, as well as Algerian government officials, also take similar security precautions to ensure their safety.
Americans who remain in Algeria are urged to register and to obtain updated information on travel and security in Algeria at the Consular Section at the U.S. Embassy in Algeria. Ingushetian Shura Declares Jihad

Praise Allah, the Lord of the Worlds, peace and blessing be to our Prophet Muhammad, his family and all of his disciples.
Indeed, Allah created people so that He could be worshipped alone, so no companions are ascribed to Him, and He permitted Jihad on His Straight Way, so that the Religion of Allah could be above all, so that all areas of life could be guided by Islam, and so that the Earth could be cleansed of unbelief.
Allah said, «Make war on them until no more temptation remains…» (Anfal 39)
The reason why the Muslims are weak is because they abandoned the Jihad. Allah set the infidels on Muslims, these infidels are guided by ignorance and unbelief and in the Muslim countries they have tried to do everything to make Muslims forget their Religion. Enemies are taking the riches of Muslims, they are persecuting the Muslims and thus confirming the warning from Allah:
«They will not cease to fight with ye until they avert ye from your Religion, if they will be able to do it».
And this is what Russian infidels are doing on Islamic land of Ingushetia and in other Muslim countries today, when they are committing their gravest crimes.
Russian troops along with Ossetian formations were taking part in seizing Ingushetian territories and in expelling Ingushetians from their homes. Thousands of Ingushetian Muslims were killed and hundreds were missing. Many were maimed and humiliated.
Murders of Ingushetian men and kidnappings of ordinary Muslim men and women are continuing to this day. Ingushetia has turned into a den of gangs and tyranny.
Government of Russia has been conducting policies of imperial colonization by setting the occupied nations against one another. Every time Muslims demand independence, Russia attacks them by using the army of apostates, who are fighting on the side of the infidels against their fellow people, against the Muslims who desire freedom and independence. The situation in Chechnya and Ingushetia is an example thereof.
But times are changing. Signs of defeat of Russian invaders and their henchmen from among the apostates are already showing. Weakness in domestic and foreign policies, collapsing economy, desertion in the army, failure of the reforms, administrative anarchy, lack of security, drug trafficking, AIDS, elimination of social morals compared to the strengthening of Mujahideen and orderliness in organization of combat operations speaks about changes and the future victory coming soon.
False ideologies are collapsing, nations all around the world (including in Russia) are focusing their eyes on Islam as the only source of true justice, law and safety from tyranny, abomination and ignorance.
Military Council Majlis Al-Shura of Ingushetia is hereby making the following statement:
Having military training and military force, resorting to resources necessary to conduct Jihad on the Way of Allah, Military Council Majlis al-Shura of Ingushetia is declaring Jihad all across Ingushetia, with the goal to drive the invaders out of the Ingushetian land, to liberate the seized territories, to protect honor and dignity of Muslims, and to establish the Islamic State on the land of Ingushetia.
Military Council Majlis al-Shura of Ingushetia is declaring that Jihad is a direct responsibility (Fard Ayn) for each Muslim, an adult person and a person of sound judgment, citizen of Ingushetia, until the Ingushetian land is cleansed of the invasion, unbelief and injustice.
All Islamic scholars (Alims) are unanimous in the opinion that Jihad is mandatory for all, since the infidels invaded the Muslim land.
Allah imposes as a duty on each Muslim to conduct Jihad with their souls, with their property and their riches, with their knowledge and their word, to assist and support the Mujahideen in all actions against the infidels.
With the help of Allah we will restore justice, we will return what is rightfully ours and we will restore the right of the owners to their land (including Prigorodny District), where the enemy shed lots of Muslim blood.
Indeed, our mission is law and justice.
Everyone who cooperates with the invaders and helps them in the war against Muslims with weapons or with snitching thus becomes one of them. Requirement of the Shariah Law applies to such people. These people will be punished by death, because fighting shoulder to shoulder with infidels or helping the infidels in the war against Muslims banishes them from Islam. For Allah said that those who make friends among infidels become one of them. And Allah will not be guiding the wicked.
Muslims must be convinced that the only salvation and the only way to obtain honor and dignity is the Religion of Islam. Our enemies know it and this is why they are trying to do all they can to lead Muslims astray. They appoint their lackeys as muftis, imams of mosques, who in turn pervert the truth and lead Muslims away from the Religion of Islam; they spread ignorance and heresy; they split Muslims into groups and sects; they spread polytheism and they call to obey the enemies.
Muslims, do believe the promises of Allah about His help. Jihad on the Way of Allah is the truth that restores justice.
Allah is our Master and there is no help other than from Him.

ARTICLE SNIPPET: "An extreme Muslim group was today warned to abandon plans to stage a demonstration in Trafalgar Square amid fears of a race riot.
Ken Livingstone and the London Assembly told the leader of Al Muhajiroun to call off the gathering planned for tomorrow or risk prosecution under London by-laws.
Far-Right groups such as the British National Party and the National Front are planning a counter demonstration and the Mayor is worried that the event will descend into violence.
Al Muhajiroun triggered outrage in 2001 when it praised the September 11 hijackers as "the Magnificent 17". It has been condemned by moderate Muslim groups for its extreme anti-Semitic and anti-gay views.
In his letter to Al Muhajiroun's leader Anjem Choudary, Mr Livingstone said his group did not have permission to hold a rally in Trafalgar Square and had not applied for permission."

PASTOR ASSASINATED WHILE PREACHING IN CENTRAL SULAWESI

CENTRAL SULAWESI (ANS) -- Rev. Susianty Tinulele of the Presbyterian Christian Church of Central Sulawesi (GKST) in Palu was shot dead while speaking from the pulpit during the 6.00 p.m. service on Sunday, July 18.
Four masked men, who arrived by motorbike, opened fire with machine guns on the preacher and worship team. Rev. Susianty was shot in the head and died instantly. Four teenage worshippers were hospitalized with serious injuries and one (a 17-year old girl) has since died.
Rev. Susianty is the latest victim of what appears to be a campaign to assassinate Christian leaders in Central Sulawesi which began in November 2003. She had taken food to GKST pastor Rinaldy Damanik in prison two days before her death, and her support for him may be one reason why she was targeted.
Central Sulawesi's police chief, Brig. Gen. Taufik Ridha, believes the campaign to kill prominent Christian figures may be an attempt to disrupt this year's elections in Indonesia. When police arrested suspected Jemaah Islamiah militants last year they found detailed descriptions of church services and lists of Christian officials.
Violence is also directed against Sulawesi Christians who are not church leaders. The night before Rev. Susianty's death, Mrs Helmy Tombiling (35) died from nine stab wounds to her chest and stomach, which were inflicted by attackers outside her home in Poso.

Attackers cut off hands and blind eyes of Muslim assistant

MOSUL, IRAQ (ANS) -- The Christian owner of Al-Hanna restaurant in Mosul's Al-Dawasa district has been murdered by the Islamic Wahhabbeen group because he had American customers, a human rights group said Friday July 23.
Barnabas Fund, which investigates the plight of persecuted Christians in mainly Islamic nations, said owner Hani Matti Betti was killed Monday in the northern town, July 19, by militants who also "cut both hands off his business partner, a Muslim, and blinded him in both eyes".
"They stated that this was to be understood as a sign to anyone working with the Americans," Barnabas Fund claimed. It quoted a local media report as saying that militants before killing the shopkeeper shouted: "You are a Christian. Why do you sell food to the Americans? Are you an agent for the Americans?"
There was no way of independently confirming the Barnabas Fund report. However ANS has learned in Baghdad that several Christian
shopkeepers, especially those selling alcohol, were killed or injured in Muslim related violence.
SPIRITUAL NEEDS
Barnabas Fund urged its supporters, which include many born again Christians, to "pray for the Muslim restaurateur who has suffered such appalling mutilation" and for "effective medical treatment and also for his emotional and spiritual needs at this time." In addition it urged prayers for Hani Matti Betti's wife and four daughters, the oldest aged 20" that they "may find comfort and consolation in the Lord."
In its statement, the organization also urged its supporters to "pray for peace and stability in Iraq" as the latest attack has added to concern about the fragile security situation in Iraq, despite the recent handover of authority by the United States-led coalition to the interim government.
Besides Christians, dozens of insurgents and several American soldiers were killed these days in one of the fiercest fighting in recent weeks. Several foreign hostages have been beheaded or otherwise killed by militants.

This Public Announcement is being issued to alert Americans to demonstrations and possible travel delays in Cancun due to the resignation of the city council in Cancun and the removal of the Mayor the weekend of July 18, 2004. This announcement expires on August 20, 2004.
On July 16, after the resignation of the city council in Cancun and the removal of the mayor, there were violent demonstrations centered around city hall (Ayuntamiento) and the Plaza de la Reforma in downtown Cancun, and demonstrations have continued throughout the week. Americans traveling to Cancun should use caution and avoid crowds, especially around the city hall and the Plaza de la Reforma, as there is a potential for spontaneous violence. There is a possibility that members of the taxi unions or bus drivers might attempt to block the main road into the hotel zone as a sign of protest. Should there be a blockade of the road into and out of the hotel zone, travelers should not attempt to pass through or go around roadblocks.
U.S. citizens planning to travel to Mexico should consult the Department of State's Consular Information Sheet for Mexico, and the most recent Worldwide Caution Public Announcement, which are available via the Internet at http://travel.state.gov.
