Any limits to the number of guest workers? Would it be pegged to legit demand? Or would these workers be screened only for criminality etc.?

It is considered impolite on the forum to put words in people's mouths. For the record, I would like to see a security fence, an end to welfare programs/social services for illegals, and enforcement of the laws on employers, but not a position as extreme as you mentioned. If the laws are upheld, most of the problem will take care of itself, however, we still need the to consider actions such as erecting a fence due to terror threats at least as much as due to law breakers.
No Thanks. Guest worker programs are de-facto Amnesties for Illegal Aliens. A reward to Illegals and their employers for breaking the law that only encourages more illegal immigration and lawlessness. Moreover, our government has proven totally incapable of managing its past Amnesties and derelict in enforcing their provisions. This will end up like every other Amnesty plan tried—In complete total chaos. Enough is Enough.
America is breaking at seams with unskilled, illegal labor. Businesses that require a steady stream of illegal aliens to survive are not the kind of business this country should be emphasizing.
What America needs to remain a 1st world nation in the future is an abundant supply of skilled, educated legal immigrants, particularly in the scientific and technological fields.
