DS - I agree DirtyHand, the dealer (drugs, raves, cards) and DirtyFoot, the transit (Steve Croes.) Truth may be stranger than fiction, but it's usually a darn lot simpler!
I think it may be even larger than that. Dirty Hand is the front office, i.e. the money man, the top banker for the drug trade...remember Aruba is a transit point. Drugs come through Aruba and get rerouted to the Netherlands or to the U.S. (or wherever) because the cash paid for the drugs must get laundered (turned into bank funds) at each point that it changes hands. Before the casinos, I think the cigarette business was the primary means of turning the drug cash into money in bank accounts. Anyway, I think Dirty Hand is the guy that runs the money side of the business.
That means the Dirty Feet is the guy that handles the movement of the drugs onto the island and reroutes them to their next destination. He is the traffic controller and the warehouseman.
My guess is that the reference to Dirty Hands and Dirty Feet is to the entire organizations of laundering and transit.
