The local ports are all under control of their respective ports authority. DP World will only provide some logistics-related services. They won't be "running" the port by any means.
That being said, this wasn't a smart political move. I think DP World will do a fine job (based on their current work), but still not a good move by the Bush administration.

Regardless, I had no idea that our country would pay any other country to handle our business in the ports. It appears hard enough to keep track of what's coming in. In my mind since the WTC bombing, the ports were what needed to be secured. This contract could provide a weak link.
