Willingness is a conscious act. UNwillingness can be a conscious act or a less-than-conscious act. Less-than-conscious has a couple of intellectual and psychological connotations that resemble the problem with Democrats, catatonic rigidity. That's where the person becomes rigid and holds that position against all efforts to move him.
