The President is only one of the people who can "seriously change" another countries' policy.

Oh, but what about the million or so that were in the streets this last week? Don't you think that they'll starting violent riots if we actually start enforcing the laws instead of self deporting? Me neither. How did anyone manage to eat out or have their lawns look nice 30 years ago? I don't remember there being piles of dirty dishes in restauants and grass 3 feet high around houses. We did fine without them then and we'll do even better without them now.
