I had my pistol carry permit in NYC throughout the Koch and Dinkins administrations, and re-registered every two years--no problem (for an initial carry in NYC you are personally interviewed by an NYPD sargeant and your prints are sent to the FBI along with other background checks). Then Roody gets in and I lose my permit after 19 years (along with thousands of others without a blemish on their records).
