When I get a little time, I'll see what I can do by writing custom, "tunable" "grad" and "shadowing" filters for NIH Image -- and applying them to the seal..
Too bad the document's lighting is from the right -- instead of from the upper left. The "moon crater effect" tends to make it difficult to perceive the three-dimensionality as "up" rather than "down" with lighting from the right side...
I'll leave it up to others to determine how a "British Sovereign" seal would fit in with a nation in transition betwen colony and republic...
