When you receive a copy of an official documet there are two kinds, official and unofficial. Think college transcripts. The student copy contains no raised seal, while the official mailed to the recipient or sent to student in sealed envelope contains a raised college seal.
The seal may be the key—they would only make up one official one to use wouldn’t they, after declaring independence. Wonder what the lettering is on it?
