I wasn't around at the time. On the other hand high ranking Republicans sought to avoid "disgracing" Davis because, as it turns out, his wife was/had been Zachary Taylor's daughter (a Whig President) and, as a Senator, he opposed secession.

Later on in American history, to achieve peace rather than vengeance, Harry Truman approved of Hirohito retaining his position as Japanese Emperor.

These are difficult decisions at the time, and sometimes the reasons behind them get lost to history.
