I was referring to the last “1” in the serial number has clearly been digitized. The other “1” has edges I would expect from a rubber stamp.

I know. That 1 remains on the background layer so it retains it’s antialiasing. The rest of that number got converted in the PDF/OCR process.
Granted it’s odd that lone character was omitted.
When I tested the AP version through an OCR app. the entire 61 10641 was recognized.
