I don't know what the process was. Did the WH hand out copies at some presser? Maybe. For all we know the AP version was downloaded or issued from the WH as well.

Shouldn't it be obvious that if there's a photo of someone holding a copy on white paper that maybe that was a Xerox copy?

I think that might be what AP did- but if so, then why doesn their scanned image have the same layers?

Turn on the OCR AP and see if they can reproduce it- I guarantee they cant
