Once again.. if it was a scanned image of a page in a book, it would be flat- no layers.
Show me the software they used to scan it and try to repeat that. Repeatability is the the most fundamental test of software. If ANYONE HERE can take this image, print it, and then scan it (with OCR or anything) and get ANYTHING CLOSE TO the 'layers' in this document I will publicly apologize online and kiss your ass on webcam. If any hawaiin freepers send away for their BC today and get anything remotely like this too.
