It really doesn't matter if it's "manufactured" if ALL the other documents being pulled from the digital data base are "manufactured" exactly the same way. That simply means it's fairly advanced as far as a state birth certificate operation goes.

You also have to account for the fact that a really high class forgery operation is going to attempt to recreate a document that is indistinguishable from contemporaneous documents.
