I think I figured it out.

If you watch the “layer” videos, you’ll find that one layer only contains signatures. And that is what they needed for this thing. A doctor’s signature. bingo.

I don’t know where obama was born, but it wasn’t this hospital. And it certainly wasn’t by Dr. David Sinclair.

There's a post way above there that deals with the "layers" ~ to wit, there are no "layers", just buckets that when some software is used reports them out in their designated relative juxtaposition but when other software is used reports them out as layers.

The poster provided guidance in how you can do this for yourself.

Did anyone recall when we changed all of our paper money to defeat MODERN home printing machinery that could reproduce money that looked perfectly passable right down to the imbedded threads?

Oh, yes we did, and our money is being revised as we speak to defeat the latest and greatest stuff available over at Best Buy!

Not all of them. Box 18 loses part of the mother's signature. And 21, the Local Registrar. What is quite odd about Box 21 though is that the signature is uniform in weight and color density yet not all of it gets separated by the alleged OCR pass.
