You missed my point. Hawaii could have given them a cg hard copy, but that’s not what we see.

He posted a link to a pdf.

When I sign for a mortgage, a notary uses his seal to make it all nice and legal.

Don’t they someone with a seal thingy at HDOH? This copy above all others should have the seal.

With systems where everything is based in hard media in dots and spots the thing that accompanies the equivalent of the old "true and faithful copy" is a certification that this is what the system belched out, and that's there.

Seals are really old fashioned. You'll see them disappear in your lifetime from everything but ceremonial documents.
