This sounds phony to me... I was involved in ECM both active and passive many many moons ago. ECM (Electronic Countermeasures) had to do with how you were viewed by the enemy. It had nothing to do with blindness on your part.
I was an Old Crow myself, and expect no better from the media. It's like 40mm automatic pistols. They are idiots.

I was an ECM Tech in Vietnam F-4J Phantom. The F4J carried three pieces of ECM equipment:
Active/Deception
The AN/ALQ-100 the active component of the system and was responsible for Deception.
Passive(RWR)
The APR-25 was one of the Radar Warning Receivers(RWR) it gave warnings to the pilot and Radar Intercept Officer (RIO) - Info included Type of radar, direction and distance the threat was coming from.
The APR-27 gave warning when a radar signal locked onto the aircraft and gave a warning when guidance radar came on which indicated a SAM launch and radar was guiding the SAM.
The role of the AN/ALQ-100 was to defeat the tracking and lock on radars.
The ALQ-135M in the F-15K may incorporate all of these functions in the one unit, which may be why they say they are flying blind when the 135M fails. - I don’t know.
