There is no way to measure the temperature of an ocean.
Two good blasts from the past are the MGM Traveltalks short on Glacier and Waterton National Parks, and the RKO movie The Sea Around US(1953).
The MGM short says the earth has been warming “The glaciers have been melting since the last ice Age, and If there is NO CLIMATIC CHANGE the glaciers will all be gone in a thousand years.”
The RKO movie, based on a book by Rachel L. Carson, of later DDT fame, says...
Commentator: “It has been established beyond all reasonable doubt that the great Arctic change of climates started somewhere about 1900 and has spread so rapidly that small glaciers have already disappeared, and the big ones are melting at a startling rate. “
So, what happened in 1900 to increase melting? What stopped THE COMING ICE AGE of the 1970s?

They’re talking sh1t because the temperature of the atmosphere has next to nothing to do with the temperature of the oceans because air’s heat capacity and thermal conductivity are very low (compared to water’s) and soil’s is very high. Not only that, the oceans have significantly more surface area in contact with the sea beds than with the atmosphere.
The only significant factors in regulating the temperature of the ocean are terrestrial, not atmospheric.

Preaching to the choir here but, unfortunately, it seems that every part of the government and anything having an association with it is now politicized and entirely untrustworthy.
Hopefully the last two years has opened more eyes to that.
