I live in Houston. We have about 10 million illegal aliens here on top of the 4 million population. Nobody speaks English in Walmart or grocery stores or anywhere really. The police cannot arrest the whole population. We are completely overrun and the cartel is based here now. The illegal shooter in Cleveland is probably part of a smuggling/slavery ring.

He was twice deported, and there’s often an order from the county judge (as is in Harris county/Houston) that the immigration status when encountering a “citizen”.
DHS/ICE gets a readout from every arrested person’s booking fingerprints, nationwide. They know, or can figure out, what an arrestees citizenship or immigration status is.
They have several Ops Centers that do this 24/7. I used to work in one in Laguna Nigel, CA.
Back when we had a non-treasonous President, DHS/ICE would act on this info to detain and deport illegal aliens (and legal aliens if crime bad enough).

Betcha this guy has Cartel associations. He is trained and probably used to doing targeted and random executions in Mexico.
