The overall war strategy had been locked in place earlier in the day -- at about 8 a.m. on the East Coast -- during a videoconference between the commander in chief and his top commanders in the Persian Gulf.
Surrounded by his war council in the White House situation room, Bush asked two questions of each military officer, according to a senior White House official who was intimately involved in the countdown to war.
"Do you have everything you need to win?" and "Are you comfortable and pleased with the strategy?"
The Central Command's combatant commanders for the Army, Navy, Air Force, Marines and Special Operations answered in the affirmative.
"For the peace of the world and the benefit and freedom of the Iraqi people, I hereby give the order to execute Operation Iraqi Freedom," Bush said. "May God bless the troops."
