Just as the person who drinks two beers before driving home breaks the law. Here in California a first DUI offense will land you a mandatory minimum incarceration, often served on weekends like this 19 year old pot delivery boy.

I think we are rearranging the deck chairs on the Titanic to lock up substance users and abusers while guys like the rapist are in and out because of lack of space in the jails.

Not true. First offence for weed delivery in Prince William county, VA is 18 mos. I know someone who rec'd that sentence.
