Bush can issue an executive order to do ANYTHING.
The question is whether or not it would be obeyed, and if it were, what the courts would say about it. It would definitely trigger a constitutional crisis.
If his actions were deemed to be illegal, the only redress available would be for the House to impeach him. I don't see that happening in any case.
While I'd do nearly anything to save Terri, is this REALLY what we want to do? The turmoil would be tremendous.

It just amazes me that taking action to save someone's life could be deemed illegal. It seems to me that what SHOULD be illegal, is a judge allowing the "husband" to make the determination to end her life, in the absence of any declaration on Terri's part that that is indeed what she wants (other than Michael Schiavo's hearsay assertion that he and Terri discussed it some time before she became ill, and she supposedly told him she would want to die).
