Tom, I thought it was taboo to speak ill of a former employer? :-)
It is....but that was a common phrase and standing joke throughout Kosovo even while working there. It was like an endearing comment even at parties or meetings that would always bring a chuckle.
However, even the current employees were aware of the "goings on", and a lot of lower level "employees" were frustruated that those on high would take credit, not listen, and sometimes just not make efforts to see projects through. They would also tend to stiffle creativity......but, then we have the U.S. Postal Service. It had a lot to do with inexperienced managers and some agendas on high.
Plus, it gave us something to talk about....:))
