The Canadians noticed that some young black men had a couple of shootouts recently. The whole thing is about disarming young black men and thereby pacifying the black community.
I think the US reached that point in its racial relations along about Nat Turner's Rebellion.

It is hard to see how American companies who sell a legal product in the United States can be held responsible for their product getting past our customs officers. Beefing up the border might be a better solution but it won’t get as many votes as blaming the Americans will.Perhaps it's time for those Canadian Mounties to get off their high horse(s) and get the job done...
