Yep thats the link. Your browser maybe is the problem not playing Windows Media (either that or you do not have installed.) do this, right click on it and select ownload target and save it to your desktop. Then try to open it.
Notice that the site added an extra .wmv to the end of the URL: /video/mtp-cheney2.wmv.wmv
Just erase the last duplicate .wmv and you're all set!
