I can and do empathize with the feelings on this subject. But the pentagon is correct. The incident that happened there was not one of enemy action. There are very strict criteria for awarding medals. And the soldiers wounded and killed in this crime were not struck by an enemy combatant. If they reclassify this is as an act of war and not as a crime which would be necessary to receive the medal, then it would call into question the right of the Army to prosecute the offender under the UCMJ.
