That guy sounds like a crackhead. Beyond that, I don't think there were many Rangers in that region. Mainly they were and have been Marines.
Also, he was out of uniform in that picture. The beige/brown beret doesn't get worn with the green BDUs (the black beret OR green/red berets do), but the Desert Camo BDUs instead. He also had his sleeves rolled up and it was visible in the picture.
Something doesn't equate.
