Nah. It's simpler than that.

Algore would have have the federal government down there as soon as the winds had stopped blowing. Everything would have run smoothly as all other wonderful government programs, as people were bussed, on fuel-efficient vehicles, of course, to a safe place and given enough money to rebuild their homes. All their children would be guaranteed a college education as compensation for the evil that the white man had caused to fall upon them by whatever it was that they did.

Kofi would have come to congratulate President Gore for his magnificent efforts and accost his check for $27 billion for research into how this happened and another $100 bil to ensure that the west coast of Africa, or some other such place never had to experience such a disaster. And another $200 bil check for UN AIDS research and conferences.

And taxes would be raised on the wealthy (anybody actually earning money) to ensure that the national debt that the Republicans had left us in the evil Raygun and Poppie regime was finally reduced.

But c'mon. Hurricanes wouldn't swerve just because Gore was President. But after his 8 years was up, there wouldn't be any more hurricanes because Global warming would have been solved, and the economy would be booming, and racism would be vanquished, and Cynthia McKinney would be a decent human being.

Algore isn't God, but he's on His speed dial.
