When Congress, at the request of many police officials, considered a broad ban on handgun bullets capable of piercing bulletproof vests, Mr. Giuliani – though personally supportive of the measure – pointed out flaws in the bill and laid out the [Reagan] Administration’s case for a weaker alternative more acceptable to gun lobbyists.

But he angered some [Reagan] Administrative officials when he added a single sentence to his testimony in which he urged Congress to pass the bill. A similar measure was passed several years later, after gun groups softened their opposition.

In fact, the Mayor has been a strong proponent of gun control since his days as a Federal prosecutor, and early in his term, after the Brooklyn Bridge shootings in February of 1994, he proposed that guns be subject to the same licensing requirements as driving a car. He revived the issue last month after the Empire State Building shootings, effectively making a national policy issue out of a local incident.

Assuming that he eventually approves the use of hollow point bullets, as seems likely, he will have some insulation from charges that he is in any way gun-happy. With gun control overwhelmingly popular in the city as a whole, it is an issue that can’t miss, a political “no-brainer.”

“Whatever a New Yorker’s philosophical orientation, liberal, conservative, left or right, they have to share a small space,” said Raymond B. Harding, the Liberal Party leader and the Mayor’s top political adviser. “At that close proximity, guns are evil, and you don’t need a pollster to tell you that.”

The Mayor praised the proposals made Wednesday by President Clinton to keep guns out of the hands of non-citizens by imposing a residency requirement. But he said the idea doesn’t go far enough, and urged that owning a handgun be subject to the same scrutiny as operating a car: applicants should pass a written and a physical test, should be subject to a waiting period and a background check, and should be required to have liability insurance.

He acknowledged that this would require states to set up large bureaucracies – which he jokingly hoped would operate more efficiently than the Department of Motor Vehicles – but said the cost would be more than offset by the reductions in crime.

In repeating his call for a national gun licensing law yesterday, Mayor Rudolph W. Giuliani introduced an unusual kind of “southern strategy” to his re-election platform: Blame five southern states if the city’s crime rate doesn’t continue its steep descent.

As he related it at a breakfast meeting of the Citizens Crime Commission yesterday, his thinking goes like this:

The city’s crime reductions cannot continue much further, he said, especially if guns continue to flow freely into New York from elsewhere in the country, where gun laws are more lax. The five southern states that account for 60 percent of the guns in the city are Florida, Georgia, Virginia, and North and South Carolina, he said, and if Congress would only impose handgun licensing on those states and the rest of the country, New York’s crime rate would plummet even further.

You already have to have a license to get a handgun in NC (I know, because I live here).

Fortunately, it's a painless 5 dollar ordeal at the sherrif's office. I got mine...and am still waiting for the chance to use it.

Although you must get a license to PURCHASE a handgun, if you move here from elsewhere you don't have to REGISTER it.

I see no exceptions in the 2nd Amendment.

Giuliani is NO friend of the US Constitution. You just can't pick and choose which sections you like and which you don't. He won't get the vote of those of us who cherish the 10 original Articles of the BOR's.

See, Rudy, the reason these are called "other states" is because they're not *your* state. Which means you don't have a say in their internal policy-making.

With the exception of certain public officials, all able-bodied men between the ages of 17 and 45 not currently serving in the regular armed forces or National Guard, and any former member of the regular armed forces, are by law already members of the "unorganized" militia. Law requiring militia participation are no longer enforced.

Rudy Giuliani is a lifelong liberal.

His entire political career has been about promoting and supporting liberal issues and liberal causes.

Before this campaign is over, I expect many more anti-Rudy websites will be popping up all over the Internet. The truth will get out and Rudy will be exposed for the leftwinger he is. Period!

I have a friend who lives in MI and he told me something similar, except he said "they call them deer hunters." He said they have over a million of them. That's good to know. That's why I was just wondering how many NC might really have. The more the better. I think we're going to be needing all of them for the coming war!

Gun Control is New York city's official religion. It doesn't matter what party affiliation you have in new york, if you don't believe in gun control, you are guilty of heresy.
Every year,new york city councilmembers, cut the flash from the second ammendment's dead body and bring it to sacrifice at the altar of Gun Control, (usually in the form of adopting another meaningless gun law).

While Rudy Giuliani definitely has some issues to resolve on gun control, in this particular case he was speaking for the Reagan administration, articulating the administration's position which may or may not have been his own. You certainly can't hold that agaianst a candidate, any more than you could hold a press secretary personally accountable for what he might say in representing the president's viewpoint. He was doing his job, in other words.

That said, I do know that gun control is one of those issues upon which I completely disagree with Giuliani. Tough, law and order types often like gun control. I don't. But that wouldn't necessarily preclude me from hiring a tough law and order guy to be my sheriff. I would more likely look at his whole resume.

So show me one gun rights advocate who beats Hillary and all other potential Dimwit nominees head to head in polls posted at real clear politics, and I'll reconsider my support for the guy. Otherwise, this issue is not nearly enough to change my mind, and I doubt it will change others either.

Rudy's track record on both abortion and gun control are well known and established. He's already at 49 percent in a general election. This hurts him not at all.

I don't hate Rudy. Don't even know him. His policies and positions are unacceptable. I ain't gonna vote for him no matter what. But I don't hate him.

If he were interested in being of service to our country, Secretary of Defense or Homeland Security would be suitable.

This statement has been proven incorrect by a number of polls that show large percentages of even Republicans misidentify or do not know his positions.
