How is he rebelling against the nation?

If he want's to secede by getting on a boat and going somewhere else, fine, but if he tries to disrupt the territorial integrity of the United States, that's treason. And we know what the penalty for that is.

You are using the terms secession, rebellion, and treason very loosely. What does the U.S. Constitution say about secession?
