If all of the counties had been counted, Gore would have won under all four standards. If only the counties the Democrats asked to be recounted, then Bush would have won under all four standards. The Dems essentially lost when they did not ask for a statewide recount. They have that backwards (not surprisingly). President Bush won when the entire State was counted. Gore only won if you pick and choose a couple of counties that are heavily democratic. This is why Gore took the State to court to recount only those counties, not the whole State.

I seem to recall Gore’s camp openly questioning why Bush didn’t request a statewide recount. Now, why would someone who is in the lead request a recount. And BTW, it was also after the deadline to request a statewide recount.
