Just did some checking on my own BC. Mine was registered with the county 4 days after birth. This was during an era when mom and baby (babies in my case) remained in the hospital for several days. Also, the BC or COLB states that the biographical info was supplied by Mom.
I'm guessing the info was supplied to a deputy registrar (named in the document) who likely made the rounds to local hospitals during that era. The attending physician's signature is also on the doc with a date 2 days after births.
Nowhere on the doc, front or back, does the name Toot appear. :) Toot! Toot!

If BO was born in Canada or Kenya or elsewhere, such information could not have been received so rapidly to Hawaii. A certified birth certificate would have needed to have been produce in person by somebody.

He was born in the Republic of Panama and not the Canal Zone. Period.
