I think it was meant to signify the issuance date of the Certificate, which was supposed to look like a replacement for a certificate issued at the time of birth. Of course, it’s all fake.
After reading more posts, I finally concluded what you said.
I also noticed a faint line that seemed out of place that runs through the “state of Hawaii” seal at the top of the page that seems out of place with the embossing or watermark that makes up the background. It might just be part of the design, but it looked like something had been misaligned.
I am probably trying to read too much into this. LOL!
