Let’s have a law that does not pay any congressperson after their 12th year in office, and that begins a 25% reduction in any pension for each additional year beyond 12 in which they serve.

LOL. Noone would serve beyond 12 years. I was being flippant about term limits, xzins. Maybe a better approach would be to require congressmen/women to have a mental evaluation to qualify for congress. That might "term limit" a few. :-)
