I suggest you read the citizenship statute.
The issue is not whether Obama is a citizen -- he is.
The issue is whether he is a "natural born" citizen -- he isn't.
The reference you provide establishes the eligibility requirements for citizenship. I did a search of your source document and the words, "natural born," appear nowhere in the document. So, your source is not relevant to the discussion and your conclusion is incorrect.
Read this stuff. There's a chart at the top of the page that brings the quality of observability to the issue.

“Natural born” appears only in the Constitution, so you won’t find it in any law. That, after all, is what causes the problem in people’s minds: What, they want to know, did the framers of the Constitution mean? There is abundant evidence that they meant that a person was not a “foreigner.” Anyone born in the United States is not a foreigner. That’s it.
