Journalists Bob Secter and Andrew Zajac of the Chicago Tribune report that, while researching what went at Freddie Mac during the period White House Chief of Staff Rahm Emanuel served on the government sponsored enterprise’s board of directors, they were unable to get minutes of board meetings and other information.
The Obama administration rejected a Tribune request under the Freedom of Information Act to review Freddie Mac board minutes and correspondence during Emanuel’s time as a director. The documents, obtained by Falcon for his investigation, were “commercial information” exempt from disclosure, according to a lawyer for the Federal Housing Finance Agency. Freddie Mac executives cooked the books, mismanaged the firm, and ultimately drove it into the ground, costing taxpayers billions of dollars.
The “commercial information” exemption is reserved for private companies–Freddie Mac is by no means a private company anymore.
BACKSTORY Rahm Emanuel was director when Freddie Mac board was tipped to fraudulent BONUS scheme “On (Rahm) Emanuel’s watch, the board was told by executives of a plan to use accounting tricks to mislead shareholders about outsize profits the government-chartered firm was then reaping from risky investments.
The goal was to push earnings onto the books in future years, ensuring that Freddie Mac would appear profitable on paper for years to come and helping maximize annual bonuses for company brass. The accounting scandal wasn’t the only one that brewed during Emanuel’s tenure. During his brief time on the board, the company hatched a plan to enhance its political muscle.
That scheme, also reviewed by the board, led to a record $3.8 million fine from the Federal Election Commission for illegally using corporate resources to host fundraisers for politicians. Emanuel was the beneficiary of one of those parties after he left the board and ran in 2002 for a seat in Congress from the North Side of Chicago.
The board was throttled for its acquiescence to the accounting manipulation in a 2003 report by Armando Falcon Jr., head of a federal oversight agency for Freddie Mac. The scandal forced Freddie Mac to restate $5 billion in earnings and pay $585 million in fines and legal settlements.
It also foreshadowed even harder times at the firm. Many of those same risky investment practices tied to the accounting scandal eventually brought the firm to the brink of insolvency and led to its seizure last year by the Bush administration, which pledged to inject up to $100 billion in new capital to keep the firm afloat. The Obama administration has doubled that commitment.”

Whether the name of Richie Urso ever makes it into the corruption trial of former Gov. Rod Blagojevich next June is anybody’s guess.
You’ve probably never heard of Richie Urso. But the FBI sure has heard of him.
His is a classic Chicago story, about a beefy yet charming guy born on Grand Avenue, who got in trouble with the law as a kid, only to make political friends and become extremely wealthy.
He was arrested once for jewelry theft in the ‘60s by the Outfit’s top Chicago police detective, William Hanhardt. Urso’s alleged partner in the theft was the mob enforcer Frankie Cullotta, who later became the technical adviser for the movie “Casino.” The charges against Urso went away. Like I said, it’s a Chicago story.

He was worth millions in real estate. He was also the victim of an Outfit shakedown that figured in the FBI’s landmark Family Secrets case against top mob bosses.
Now the FBI is going through his business, interested in his associates, including former Mutual Bank of Harvey boss Amrish Mahajan, who has dropped off the political map. Though not charged, Uncle Amrish is under investigation

Anita — charged with bilking the state out of millions of dollars in phony drug tests — said her husband was in India, and unreachable.
After Richie’s death in 2003, lenders called in their notes. Lawyers demanded big fees. The will that he told Joanne was stashed in a Mutual Bank safe deposit box was never found.
And Daley’s City Hall, which had never given Richie much trouble, suddenly slapped Joanne with a series of citations on their properties.

Here’s how Burke earned the moniker “The Bishop”
When Burke was in his heyday he would enter city hall from the LaSalle street entrance which could allow a limo easily where the Clark street side didn’t.
As The limo pulled up two flunkys would jump out. One to open the passenger door and the other to hold the door to city hall open, When everybody was set up Burke made his salutory entrance.
As he made his grand entrance the one flunky would be on his right side, the other on his left, but both walking slightly behind him. Kinda like what the queen of England’s husband does on state occasions.
Burke would then stroll forward in the corridor stopping ocasionally to very briefly chat with a city hall retainer and then continue to move on waving his hi-ya hand right and left as he proceeded to his destination.
He reminded those whoever wittnessed the Catholic ceremony of Confirmation like a bishop after entering a church and the procession down the aisle with the bishop bestowing his blessings upon the congregation on his way to the altar ...ljk biog

Burke (14th) was among 49 aldermen who approved the deal that allowed the Chicago Construction and General Laborers’ Council to buy the 24-acre site from since-indicted Chicago developer Calvin Boender.
Boender made a 37 percent profit on the land, which he had owned for about six years, city records show.

Carothers, according to court records unsealed in May, wore a wire for federal authorities for more than a year to record conversations with developers and public officials. Carothers has pleaded not guilty in the case, though his lawyer has not ruled out a guilty plea later on.”

Mayor Richard Daley’s personnel chief resigned Tuesday, less than two weeks after the city’s independent inspector general called for his removal.
Homero Tristan, a member of Daley’s Cabinet as the top human resources official, was accused of lying to investigators from Inspector General David Hoffman’s office, which was looking into City Hall hiring abuses.

Daley appointed Tristan to lead his personnel agency in June 2008. Tristan has ties to some of the mayor’s closest Latino political allies, including Ald. Daniel Solis (25th) and the United Neighborhood Organization.

Both the court hiring monitor and Daley’s Office of Compliance have repeatedly criticized Tristan for his alleged failure to comply with the city’s own hiring plan. In a report last month, the compliance office said the department’s leadership often “lacks a basic understanding of the new hiring plan.”
Hoffman had investigated Tristan’s alleged failure to report to the court and others a Jan. 29 letter written by Ald. Michael Zalewski (23rd) on behalf of a city worker who wanted to avoid a transfer to another job site. Tristan this year told the hiring monitor he was aware of Zalewski’s letter but was unsure if he had to report it, according to court records. Hoffman said Tristan told his investigators he was not aware of the letter until weeks later.
Burke’s city hall entrance reminded those whoever observed the Catholic ceremony of Confirmation of a bishop’s procession. CHICAGO—A Libertyville, Illinois real estate developer, who offered and sold limited partnership interests and short term, high interest, guaranteed promissory notes to the public, was indicted by a federal grand jury yesterday and charged with mail fraud, wire fraud and bank fraud in connection with a scheme to fraudulently obtain, retain and use more than $10,000,000 from investors and financial institutions.
Patrick J. Fitzgerald, United States Attorney for the Northern District of Illinois, and Robert D. Grant, Special Agent-in-Charge of the Chicago Office of the Federal Bureau of Investigation, announced the return of the fourteen-court indictment against Forrest David Laidley today. In doing so, they also thanked Lake County State’s Attorney Michael Waller and his office for their assistance in the investigation.
Laidley, 65, of Libertyville, Illinois owned and operated Forrest Properties Inc., which was engaged in the real estate development business in the northern suburbs.
According to the indictment, Laidley through Forrest Properties fraudulently obtained funds from investors, financial institutions and others by misrepresenting the expected return on investments, the risks associated with investments, his ownership of property, his ownership of loan collateral, his financial condition, the status of investments and the use of proceeds obtained. The indictment further alleges that Laidley commingled the fraudulently obtained funds and at times misappropriated them to make ponzi-type payments to investors, to repay delinquent loans including bank loans, to benefit unrelated real estate development projects and to benefit himself.
According to the indictment, as a result of the defendant’s scheme, limited partnership interest investors and promissory note purchasers lost over $8,000,000.
If convicted, each mail fraud, wire fraud and bank fraud count carries a maximum penalty of 30 years in prison and a $1,000,000 fine, or the Court may impose an alternative maximum fine totaling twice the loss or twice the gain, whichever is greater. The Court, however, would determine the appropriate sentence to be imposed under the advisory United States Sentencing Guidelines.
The government is being represented by Assistant United States Attorney Edward G. Kohler.

CHICAGO (AP) — On a scale of zero to 100, it can’t get worse than the big goose egg.
That’s the embarrassing rating Illinois received in a report released on Wednesday that concludes the state is worst in the nation when it comes to information available online about how federal stimulus money is being spent.
The 50-state study by the Washington, D.C.-based watchdog Good Jobs First sought to assess how well states are living up to President Barack Obama’s pledge that the $787 billion federal stimulus bill would seek “an unprecedented level of transparency and accountability.”

Chicago’s homicide toll for the year surpassed 250 last weekend, according to a RedEye analysis of preliminary police data.
Chicago has logged 258 homicides through Wednesday afternoon. Chicago police recorded 295 murders from January through July last year.
RedEye’s count, which is based on Cook County Medical Examiner findings, includes five cases in which automobile drivers have been charged with reckless homicide. It does not include police-involved fatal shootings.
Austin logged two homicides in the past seven days, bringing its 2009 homicide toll to 27. Austin, the largest community area in the city, has recorded the most murders of any community area.
Overall, 53 homicides have been logged this month. Chicago police recorded 64 murders last July, the deadliest month of 2008.

July 23:
Last week was a deadly week in West Town, which includes Bucktown, Wicker Park and the Ukrainian Village.
A 50-year-old Texas man was found beaten to death in West Town on Monday, his birthday, according to the Cook County Medical Examiner’s Office records. The man was discovered in the 700 block of North Throop Street.
On Thursday, a 22-year-old man was stabbed to death in West Town while a 20-year-old man died hours after he was shot in the 1100 block of North Wood Street.
The deaths brought West Town’s 2009 murder toll to six, according to a RedEye analysis of preliminary police data.
Overall, there have been 41 murders so far this month. Chicago police recorded 64 murders last July, the deadliest month of 2008.

July 16:
Fatal beatings are on the rise this month.
Three men and one woman died from wounds sustained after they were assaulted this past week, according to RedEye’s analysis of preliminary police data.
The beatings occurred in the Near West Side, South Lawndale, West Garfield Park and West Town. The victims ranged in age from 17 to 82.
There have been five fatal beatings so far in July, RedEye has found. There were a total of five deadly assaults in the six months prior.
Thirty-six of the 511 homicide victims last year were beaten to death, according to a Chicago Police Department report. Assault was the third most common cause of death behind fatal shootings (412) and stabbings (45).

July 9:
Sunday was the deadliest day of the year, according to a RedEye analysis of preliminary police data.
Six men, ranging in age from 21 to 35, were shot to death Sunday. A 29-year-old woman was found strangled in an alley Sunday morning.
They were killed in Chatham, East Garfield Park, Grand Boulevard, New City, West Pullman and Woodlawn.
Overall, 18 homicides have been recorded this month, most of them on the South Side.
To compare, 18 homicides were recorded for all of March 2009.
East Garfield Park, Grand Boulevard, West Englewood and Woodlawn each have logged two homicides this month.
Two men also died this week after they were shot in June. June ended with 45 homicides, down from 52 murders in June 2008.
Chicago police recorded 64 murders last July, the deadliest month of 2008.

According to Hannity, “Alexis Giannoulias was at one time considered such a political libality, he was mentioned in the same breath as Bill Ayers” (Obama’s domestic-terrorist-turned-professor pal, who served with Obama on the board of the Woods Fund of Chicago) and Jeremiah Wright” (Obama’s longtime racist pastor and spiritual advisor who embraces Marxism).
Giannoulias, an heir to the Broadway Bank fortune, helped Obama get “seed money” for his first political campaign and provided him with an entree to the Chicago Greek community.
Obama returned the favor by endorsing Giannoulias when the latter ran for state treasurer, calling him “one of the most outstanding young men I ever hope to meet.”
Despite that endorsement, Giannoulias has a checkered past. According to the Chicago Sun-Times:
That bank, Broadway Bank, has brought Giannoulias some controversy over the years because of loans it made to organized crime-linked figures and convicted influence peddler Tony Rezko. But Giannoulias himself did not make the loans and ended his ties to the family bank.
When Wells Fargo threatened to cut off the line of credit on Des Plaines-based Hartmarx, the president’s tailor, Giannoulias threatened to yank the $8 billion in state funds they managed, Giannoulias told the crowd. The bank relented and the workers’ jobs were saved.
Not to mention Obama’s suits!
