I read this to mean that the plaintiffs had filed the blank pages with drawings. I thought that the BO people had only filed a motion to dismiss. Then the plaintiffs had been asked by the court to show cause. They submitted the documents. Not sure but that is what I got out of all this lawyerspeak.
