You didn't answer my question. If the McNuggets were cold and they wouldn't refund her money, do you still consider it a crime?
This is a civil matter.
Three card monte, prostitution, drug deals, etc. get shut down because the act itself is illegal, not because the contract was violated.
Again, if you loan money and its not repaid, is that theft? Yes. Is it illegal? No. Its a civil matter and you'll have to sue.
I had renters a few months ago that ran off owing me over $2000. Is that theft? Yes. Can I call the police? No. I must take it up as a civil law matter.
