Had you called 911 for a family member, friend or yourself only to get a busy signal because that one open line you had hoped to get was being abused by a moron reporting her mcnuggets issue you might see things differently.
911 is for emergencies, not idiots who want to complain about minor incidents. The woman needs to be punished to the fullest extent of the law and deserves $0.00 should she take this to court. And I say again, hopefully she gets no one like you on her jury.

Why didn’t the 911 operator give her the non-emergancy number for the police during the first call?
Why did McDonalds own up to the theft and offer compensation?
She was being robbed. She called 911. She should not have called multiple times, that’s clear, but what number was she to call the first time? Do you know the non-emergancy number for your local police?
I hope no one who is being robbed has someone like you to rely on. After all, that is just a minor incident.

Had the dispatcher been (remarkably) patient, she would have referred the "victim" to small claims court or the "attorneys" section of the Yellow Pages, not the police department.
Contrary to what many choose to believe, law enforcement officers don't spend most of their waking hours sitting around eating doughnuts, waiting for "emergencies" such as this to deal with.
