Well, she is helping employ (criminal) youth drug dealers! Without constant drug use/demand, they would be unemployed.

There are characters like that in the Grand Theft Auto games, and they are invariably using their position to gain access to drugs. Looks like Rockstar's pessimistic view of human nature has a basis in reality.
