The idea isn't that they're conservatives who happen to be Democrat, but that they are Democrats who are more conservative than other Democrats. "Conservative" is an adjective, not a noun.
That's the usage. I don't think it's right, though. In 1950 or 1960 or 1970, you still had conservative Democrats in Congress from the Southern states who had more "conservative" voting records than some Republican Representatives. You also had a few Northern Democrats who were labor-oriented on economic questions while quite conservative on social issues. Most of those in both groups are long gone.
Nowadays, the Blue Dogs are the more moderate Democrats. But the media doesn't want to say that. For them, moderate Democrats are always going to be "conservative," even as liberal Republicans will forever be "moderates." Maybe it's part of the glossary or style sheet journalists get when they come to Washington.
I live in California too. Now there’s one of the very few districts in CA that is very conservative and has a Democrat congressman.
Here is the litmus test every voter should ask a Blue Dog congressman to determine if they really are conservative:
Did you or did you not vote for Nancy Pelosi to be Speaker of the House.
We got Zero instead of Hillary because the DNC also recognized that Hillwitch was not electable.
The last real conservative Democrat congressman I am aware of was murdered by the Soviets on board KAL Flight 007 back in 1983.

You’re right in your analysis: We’re not going to take out entrenched liberals in one party districts such as Pelosi, Barney Frank, Maxine Waters, and Henry Waxman etc. Our only chance of taking back Congress rests with taking out Blue Dogs in districts which should be ours to begin with in places like Tennessee, West Virginia, Kentucky, Ohio, Indiana, North Dakota, South Dakota, Utah, Idaho, Arizona, Colorado, Mississippi, Louisiana, North Carolina etc.

I have to give the same prop to Howard Dean. Though I detest their politics, both men have been up-front about what they stand for, misguided and insane as those stances might be. You at least know where you stand with them.
Well at least he is more honest than most Democrats about his politics and where he’s coming from. I actually have a lot more respect for a guy like Sanders who doesn’t hide his politics than the Blue Dogs who are very two faced and are always trying to have it both ways.
I agree with you. Of course I’m no fan of Howard Dean but at least I never had any trouble knowing where he stood on any particular issue.
I remember in the early 1980s, RR was trying to get a budget cutting bill passed. A constituent of a Blue Dog Congressman who was wavering back and forth (typical of BDs)and wanted to know how was going to vote. The Congressman gave him a lot of gobbledygook. The angry constitient snapped “all I want to know are you fir ‘em or agin ‘em?”
