My wife has given birth to two of our children overseas, while I was serving in the Navy. And, for one of those births, I was actually assigned to a foreign embassy. With respect to "citizenship rights or eligibility", I have never been advised to move my wife back stateside so that she can give birth on US soil. Nor, have I have ever heard (in almost 25 years of service) of anyone else being advised to do so. I think you've been given some bad information.
