The people behind the long table do not know what they've become. The drug of power has been sugared over in their mouths with a flavoring of righteousness. Someone has to make these decisions, they tell their friends at dinner parties. It's all very difficult for us. But you can see it in their eyes: It isn't really difficult at all. It feels good to them to be the ones who decide.

That’s great! I think it perfectly captures the mood. However, I expect that in practice they would waste a panel on an individual. The decision would be made by a single bureaucrat, by mail. You might finally make to a panel through appeal, but the process would be carefully constructed so that the time it takes would make the effort futile. They would grant you the treatment after you had already died. Then they would report approval rates of nearly 100%. Unfortunately, the patient died.

It feels good to them to be the ones who decide.

In principle, no different from the petty tyrants on the Board of Directors of any Homeowners Association.

Different only in the scope of their power.

Seems like members of “the panel” would quickly become an endangered species?

The standard scenario would be that access to the testing will be denied, so you won’t know that you’re sick, which in turn avoids the cost of expensive treatment.

In reality, they would be anonymous and the decisions an arms length transaction through the mail.

The notion of any personal interaction with these decision makers is a fantasy.

In a firing squad, the blindfold is as much for the shooters as the victim.

The anonymity would be short lived.
Either the panel or their political supporters would be sought for revenge.

Free people can treat each other justly, but they can't make life fair. To get rid of the unfairness among individuals, you have to exercise power over them. The more fairness you want, the more power you need. Thus, all dreams of fairness become dreams of tyranny in the end.

Dead on ... the foundation of the liberal view of life.
