If it was DHCP, they would be getting an address from the same network each time unless they physically moved the computer to a different location. They are using proxy servers in different locations to hide their own address. You can do it too. Go to http://74.50.97.246/ and type the web site you want to visit then “Click here to start browsing”. It will appear that you are coming from 74.50.97.246.
